Information on the Residents’ Parking Zone

The Bear Flat Residents’ Parking Zone (Zone 18) has now come into effect, as of 24th April (see the Council website announcement here).  The zone will be enforced Monday to Saturday, 8am to 6pm.

Full Policing of the Zone 18 RPZ

Although we have not received formal notification, we understand that full policing of the RPZ (issuing fines rather than warnings) will commence Monday 27th May.

Limited Waiting Time Parking Bays

There are a number of limited waiting time parking bays on Bear Flat, ranging from 1 to 3 hour parking periods.  We have produced a map showing where these are along and adjacent to Wellsway.  Additional bays can be found along and adjacent to Chaucer Road and at the bottom of Bloomfield Avenue.

Purchasing Parking Permits

If you do not have an internet connection, you can still obtain digital permits from MiPermit by calling 0333 123 8008.  The line is available 7 days a week and MiPermit will set up your digital permits for you.

Eligibility and Terms and Conditions for Parking

Your eligibility for residents’ permits will be affected if you have a garage or other off-road parking.  This is detailed on the sixth page of the Ts&Cs, under Section 4.1 (sorry, they don’t seem to use page numbers).

Challenging parking permit allocation

Have you been refused a parking permit because you have off-street parking? You may have grounds to challenge this. If you wish to challenge a Council decision regarding your permit allocation, then you can email or call them on 01225 477133 and choose Option 4.

See the following information from the Council.

If you are not able to buy the maximum two residents permits this will be because Parking Services  have assessed your property as having access to off street parking (either a garage or driveway) which is at least 2.5M by 5.0M.
If you believe your off street parking place is smaller than this you can let the Council know by emailing and providing pictures showing how long and wide your space/s are so Council staff can investigate.
If you cannot provide pictures, or your driveway is not a simple shape, then one of the team may need to visit your property to confirm the size.  If your driveway is easily accessed directly from the road staff may be able to do this without anyone being home; however, the Council will need permission from you to enter your driveway so we can do this.  Please note that if Council staff need to visit, you will be  contacted in advance for permission or to arrange a time.
Please be assured that Parking Services approach to appeals is pragmatic and will consider the shape of driveways and access to and from them when reviewing your appeals.

If you believe that you have been unfairly issued with a Penalty Charge Notice (PCN) you can appeal it on-line at or in writing (details on the reverse of the PCN – note that the Council does not accept appeals via email).

Single Yellow Lines
We have asked the Council to clarify the use of single yellow lines (SYL) across residents’ driveways. Here is the explanation (some wording changes have been made to make the explanation clearer).
The sign plates (when erected) will tell motorists the hours that they cannot park on the SYL. Parking over the line is permitted at other times. The single yellow line is an enforceable restriction and any motorist should comply with the restriction as signed, even if the vehicle has a valid permit for the zone.
If the restriction is a double yellow line it will prevent residents parking across their own drives in the evenings and on Sundays. Parking across one’s own drive is very common in areas where on street parking is limited and places additional demand for spaces outside of  RPZ  operating hours. The RPZ doesn’t change the status of ‘adopted highway ‘and other Highway and Traffic law still applies. Therefore motorists should not park across somebody else’s driveway  and cause an obstruction etc.

The RPZ Public Notice
B&NES issued a Public Notice in the Bath Chronicle on Feb 28th detailing the scheme. It will be operational from April the 24th.
